Strengthening the enabling environment

Activities will be undertaken as follows:

  • Deepen the enabling policy and regulatory framework. Bioregional plans for the grasslands biome will be gazetted at the appropriate level and be incorporated into provincial and local government planning systems. Multilayer GIS maps at both the grasslands biome wide and fine scale levels will be produced, providing decision makers with a mechanism for multi-criteria analysis. The Programme will engender the informed use of economic valuation for the management of the grasslands.
  • Develop knowledge management system for the umbrella NGBP. A knowledge management system will be developed to facilitate information sharing within and across the public, private and civil society sectors. An effective programme-level communications system and M&E system will be implemented.
  • Increased capacity of stakeholder institutions to engage effectively in mainstreaming biodiversity management into production practices. Processes and protocols will be put in place to facilitate the engagement of a range of institutions and stakeholders whose core business is not biodiversity management. These will a) allow for formal institutional affiliation with the programme, b) put in place memoranda of understandings that set out the roles and responsibilities of the different implementing parties, and c) allow for a peer review system of the implementation process.
